Specific minimum qualifications and expertise

Essential:
• Educated to A level or relevant equivalent professional qualification or relevant professional experience

• IT literate, proficient in the use of MS Office with advanced Excel skills (e.g. VLookup and pivot tables)

• Strong numerical and analytical skills with the ability to pay particular attention to detail

• Proven ability to proactively prioritise, plan and demonstrate flexibility in high pressure situations

• Administrative experience

Purpose


The Renewable Heat Incentive (RHI) is a major Government environmental programme administered by Ofgem E-Serve. Worth up to £860m in the current Government spending period, the programme aims to incentivise people to switch from fossil fuel heating to renewable heating through the payment of an ongoing financial incentive. Ofgem has been administering the RHI for the non-domestic sector since November 2011. The RHI was extended to domestic applicants in April 2014.


The purpose of this role is to support the Payments Manager on all issues related to the accurate and timely scheme payments to participants and the accurate forecasting and management of funds to support the RHI. There is also scope to be involved in individual ad-hoc projects across the team.


Key outputs and deliverables


• Support the smooth administration of the internal and external audit programmes, ensuring planning documents are maintained, key documents and decisions are recorded and filed appropriately and checking audit packs to ensure all necessary information is provided to auditors.

• Assist the team in delivering compliance activities & audit objectives through collection of key documentation maintaining tracking spreadsheets

• Support the team manager(s) to plan, schedule and administer the audit programme(s) of Domestic RHI.

• Review the draft audit reports from the audit contractor within the agreed timescales, checking quality of reports and highlighting any material issues to the manager and assistant manager.

• Engage with external and internal stakeholders of the audit programmes, answering queries and managing correspondence as required.

• Support the team to administer audit strategies, ensuring that the control environment is robust, and reflects the E-Serve and scheme risk appetite.

• Maintain and update internal systems and administrative controls as required.

• Assist the team in their risk management responsibilities as required

• Support the team in undertaking other scheme-specific and E-Serve project work as required
