To plan and provide a strategic overview and management of children’s and adult library services for all public library contracts including information and learning provision ensuring provision meets key performance indicator requirements. To keep abreast of national policy, initiatives, innovation and legislation and report on possible impact and how it could be applied to develop CCS libraries for adult and children’s library services.
To lead on the development of partnerships with the councils and other key stakeholders / organisations across the sector to develop and deliver activities that meet national, regional and local identified needs ensuring CCS libraries are seen as innovative in the library sector

Principal Accountabilities
- To play an active role in the ongoing strategic management and development of library services as a member of the Strategic Libraries Development Management Team responding to changing needs of the customer and changing technologies
- To project manage all new developments in service provision for adults and children.
- To be proactive in forming new partnerships and sustaining current partnerships and working with key stakeholders at national and local level to ensure CCS libraries are continuously evolving.
- To ensure services provided are reflective of the communities being served through overseeing community profiling.
- To make recommendations for change by maintaining awareness of best practice and service delivery methods
- To be responsible for adult and children’s library services related budgets.
- To be responsible for professional development in reader development, learning and information services contributing to the achievement of a libraries quality mark.
- Be the lead point of contact for Adult and Children’s Services with national, regional, and local organisations, ensuring CCS Libraries remain at the forefront of regional and national public service provision.
- To contribute to the service planning for all library contracts and ensuring targets are reached
- To ensure information is acquired, organised and is accessible to the people who need it, including developing a libraries e-offer that includes electronic resources and e-books.
- To line manage the Adult Services Officer and Children and Young People Officer
- Work with the Stock Development Manager to ensure stock, information, online and e-book resources are appropriate to support service delivery.
- Proactively seek funding for the development of projects for the public library contracts.

- To take a service lead on safeguarding for vulnerable people and children
- Ensure library staff have the appropriate skills, training and development to support delivery of services
