Job Summary

Reporting to the Executive Director the Finance Manager is responsible for leading the financial, budgeting, and accounting function in the organization; including the staffing and overseeing of day to day operations,  preparation and monitoring of budgets, monthly reporting to the Board of Directors, submitting expense claims and financial reports to funders, reporting to governments, and preparation for audits. The Finance Manager will produce and analyze financial data critical to the organization’s future as well as create and communicate relevant information to enable Managers, the Executive Director, and members of Board of Directors to make informed decisions.

 
Job Responsibilities
  • Lead the finance, budgeting, and accounting functions at CCLC to ensure financial controls and reporting systems are implemented for the benefit of the organization and its clients, funders and members


  • Prepare and monitor CCLC’s annual and monthly budgets in conjunction with the Executive Director; collect and analyze historical data to be used in the budget process; implement a strong budgeting and reporting to budgets culture in the organization


  • Supervise the finance and accounting employees, including attendance management, performance management and disciplinary action


  • Recruit contractors, volunteers and placements to ensure appropriate staffing level for finance and accounting operations


  • Create and maintain transparent financial systems and procedures to reflect changes in funding structures


  • Prepare and submits monthly receivable claims to funders; assume responsibility for meeting reporting deadlines


  • Prepare monthly, quarterly and annual financial statements and reports for Executive Director and Board of Directors; present financial information to the Board of Directors


  • Assist the Program Managers in the development and administration of their budgets; provide the Program Managers with regular monthly reports


  • Monitor program expenditures against budget, contracts and contribution agreements, alerting Program Managers and Executive Director of potential risks


  • Coordinate and oversee the preparation of year-end external audit working papers, assist in financial monitoring from funders, and implement internal audits as needed


  • Assume responsibility for general ledger and maintaining bank accounts and requests


  • Oversee the accounts receivable, cash receipts and accounts payable function, providing assistance to management and other employees in the review of operations and any other ad-hoc reports and requests

  • Oversee the preparation of the bi-weekly payroll, government remittances, T4s, payment of contractors, and T4As


  • Oversee the purchasing function in the organization to ensure appropriate controls are in place according to the CCLC Purchasing Policies


  • Assume some of the duties of the HR and Communications Manager or Administrative Manager during their absence under the supervision of the Executive Director


  • Support the HR and Communications Manager and Executive Director to negotiate and administer the employee benefits plan and the group RRSP


  • Ensure all mandatory payments for EI, CPP and Income Tax are made within the appropriate timeframe; prepare other reports as required to meet organizational needs (GST and Charitable returns)


  • Stay current with all regulations, practices, tax laws, reporting requirements and trends


  • Recommend changes to CCLC’s Financial Policies and Procedures and assume leadership in implementing the changes


  • Ensures all serious issues, concerns, situations are brought to the attention of the Executive Director


  • Other duties as assigned by the Executive Director

 
Qualifications and Skills


  • Bachelor’s degree in Accounting, Business, Finance or equivalent in work experience and other related educational degrees or diplomas


  • Having achieved or working towards a CPA or CA designation (minimum 3rd level)


  • Previous management experience in a Finance/Accounting service (minimum of 3 years), including employee management experience


  • Knowledge of laws, regulations and practices in non-profit organizations


  • Excellent knowledge of accounting software, particularly Sage 50 and Excel


  • Strong relationship-building abilities; able to lead a team effectively toward objectives and work with other managers toward organizational goals


  • Proven ability to work with clients from diverse cultural backgrounds


  • Excellent interpersonal skills as well as oral and written communication skills


  • Above average knowledge of PC’s and associated programs (Windows, Microsoft Office)


  • Excellent organization, time-management/project-management skills


  • Above average presentation skills


  • Ability to adapt to a changing environment


  • Commitment to professional development


  • Attention to detail in all areas of work
